1. Position Purpose
The Country Finance Manager provides overall financial leadership for the Country Office, ensuring strong financial planning, compliance, reporting, and internal control systems. The role guides strategic financial decision‑making, safeguards resources, and strengthens accountability across all financial operations
2. Key Responsibilities
Strategic Financial Leadership
- Lead annual budgeting, forecasting, and cash‑flow management.
- Advise the Country Director and senior management on financial risks and sustainability.
- Maintain strong internal control system
Financial Management & Accounting
- Oversee accounting processes, documentation, and monthly closures.
- Ensure compliance with internal policies and national regulations.
- Analyse expenditures and variances, proposing corrective action.
Donor Finance & Compliance
- Lead donor budget development and financial reporting.
- Ensure full compliance with donor regulations and audit requirements.
- Coordinate and follow up on donor audits, internal audits, and partner audits
Team Leadership & Capacity Development
- Supervise and support finance staff in country and field offices.
- Review financial documentation regularly and provide training.
Partner Financial Oversight
- Oversee financial collaboration with implementing partners, including review of financial requests, expenditure monitoring, voucher verification, and instalment management.
- Provide technical support and capacity strengthening on compliance and financial management.
Payroll & Statutory Compliance
- Manage monthly payroll and statutory deductions.
- Ensure compliance with national tax laws and liaise with HQ as needed
Financial Reporting & Coordination
- Prepare monthly financial reports and analytical summaries for the Country Director.
- Maintain updated budget controls, allocation sheets, and financial tracking tools.
- Represent the organization in relevant coordination forums
3. Required Qualifications & Experience
- Master’s degree in Finance, Accounting, Business Administration, ACCA, or related field.
- 7–8 years of progressive INGO/UN finance experience.
- Strong skills in reporting, budgeting, compliance, and auditing.
- Advanced Excel skills and experience with financial software.
- Proven leadership and capacity‑building experience
